Question Fork Problem on 1992 kawasaki kx500

My right fork(when sitting on bike) is messed up, when I replaced my front tire I noticed that when i took the fork of the axel, that it fell down to the maximum possible. I didnt think of it at the time of being a problem, when I put the wheel back on though, I couldn't even compress it. The other fork works just fine and I was wondering that while I am COMPLETELY rebuilding the motor what I could do to fix this problem.

Take the forks apart and find out. Does not sound good.
