spring shock down or spring forks up

I recently purchased a used YZ 426 that the previous owner has made a mess of suspension wise. He sprung the shock up one rate from stock, left the stock fork springs, lowered the fork oil level, and had all the comp clickers nearly all the way out. Needless to say the first time I rode it it looked like a rodeo act. I raised the fork oil back up, and got the clickers set as close as I can get, but the bike still feels unbalanced. We have alot of jumps that have much bigger takeoffs than landings, so bottoming resistance is crucial. The forks bottom out easily, but the shock feels ok. My question is, should I spring the shock back to stock to take some of the load off the forks, or spring the forks up to match the shock. I weigh 190-195 in full gear.
