Fork revalving???

When a person takes their forks in for a revalve what exactly goes on?
I notice a huge price difference between the various companies. I found a local place here in Utah that offered to do this for 130.00, however, their phone is not in service any longer...hum....
I am mostly curious if the fork is worked on it the cartrige, base valve or both? Not asking for specifics, but can work confined to the base valve make a big difference?
Thanks!

Rcannon, I think you'll find that each tuner will attack things in a slightly different way, depending on your needs. Some will work exclusively with the base valve and stock piston and midvalve, others will do the base and midvalve, while others still will replace the stock piston with their own or aftermarket items. This is one area where the price range will vary considerably.
...and yes, work confined to just the base valve can make a big differences...can also make very little difference too.
