I am trying to figure out how the odds to payback thing works out what does F mean? Is the payback the decimal number multiplied to whatever you wager?

F means "favorite" so those riders have the least amount of payout, but are likely the "winners" based on the odds.
The payout works like this:
RC 1/3 .33
If you bet 100 on RC, and he gets top 5, you will get your 100 bet back plus 33 (.33 x 100) so a total of 133 with a net of 33
Wey 4/1 4.0
If you bet 100 on Wey, and he gets top 5, you will get your 100 bet back plus 400 (4.0 x 100) so a total of 500 with a net of 100
