Which brand(s) will NOT make the podium at Phoenix in the 250cc class?

On the Phoenix 250cc pre-entry list, there is one lone KTM rider out of 84 riders:

706 KRIS S KEEFER HESPERIA, CA KTM 250SX

I doubt Mr. Keefer will be a factor
