Outer or Inner fork?

Guys I need help. I am ready to put my forks back together and need to know where to measure my air gap from in my front forks. Do I measure my 130mm from the top of the outer or inner fork tube?

Measure from the top of the outer tube.
Which way are you setting the oil height? With the space between the tubes wet, or dry?

With fluid in inner tube, outer tube fully compressed, springs out. I will be pulling out oil with the Mity Vac until I get 130mm of air gap. Does that sound right?
