KDX Fork Seal Clips?

we are working on a 95 KDX.
the shop manual shows a wire clip that holds the seal down.
this 95 KDX doesn't have any?
Is this normal on a 95 model bike??

If they were their originally, how did they get past the fork boot
cover?
