too many clickers on kyb

my friend has a kx250 2001, and the top rebound clickers (both forks) wind in between 26-28 clicks, this model should have only around 18 clickers for the rebound, it does get hard at around 20 clicks but feels like it should keep winding in, the fork has been taken apart and the small aluminium rod down the centre is not damaged, what should we look for, they do work ok, but am sure there is a problem. thanks in advance
