it is worth getting a aluminum throtle tube vs and plastic cuz i keep braking them cuz the persin i bought my bike from cut the bars down so the throtle tube hangs over the bars or should keep with the plastic and then just buy new bars?????

Move the throttle in on the bars so it doesn't overhang, problem solved and your bars will be semetrical once again
If you still have problems with the throttle tube breaking, then yes, the aluminum ones are considerably more durable.
