KDX 220 wont idle when engines hot

My 97 KDX 220 will not idle when the motor is warmed up. I have to turn the idle speed screw ALL the way in to make it just barely idle. But if I leave the screw all the way in and then start it up the next day or after the motor is completly cool, it screams like a scalded cat, and I have to back the idle out, then slowly increase it as the motor gets warm.

Ive got new oem cylinder and piston and new reeds on the bike with about 2 hours on it. It did this before I replaced those items.

Any help??
