Fork oil change 98 RM 250

I am going to change the fork oil. I have a 98 RM 250 with conventional forks,I do not have a manual so any advise would be helpful. I was told 8 inches of oil how do you measure inches or can you convert that to volume.My forks are very stiff so I am hopeing maybe there is to much oil in them now. Any help would be great.
