Stock vs Modified

My suspension was done by a smaller shop and setup for the Gncc's. After several rides trying to dial it in, I am all the way out on the rebound on the forks and almost all the way out on the shock. Is it safe to say that the guy who did the revalve left the rebound stack stock? The compression is probably close but the rebound is way off.

Not much info to go on, but if the rebound is all the way out, I would guess the rebound valving was increased. Stock shocks don't generally run the reb all the way out.

And, if the suspension works with the reb out, that is probably ok. There is no rule that says the reb has to be within a specific range, though there are some rules of thumb.
