FMF Quiet Core effectiveness

Just purchased a used YZ250F that included a FMF Powercore 4 with spark arrestor. I haven't had it tested, but it strikes me as being a bit boisterous. Does the Quite Core insert lower the sound level to 96db for riding in Forest Service areas?
