Need some help

I have decided to change the oil in my front forks.98 RM 250 conventional. Now here is my problem, I drained the oil out of each fork and got the same amount out of each about 450 ml. Which is what the manual says it should be. Great so I filled the cylinder tube went up and down, no more bubbles so then I poured the rest down the side went up and down til no more bubbles, 450ml of oil in my fork right. I have a feeling I did something wrong. Do the fork cylinder and fork tube have there own oil amounts. I am not 8 inchs from the top of the tube and I am not 5 mm fom the top of the fork cylinder which is what the manual says but I do have 450 mls of oil in there somewhere.
