Clean the carb, check the reeds, and maybe check your motor.

Gas...get a little fresh stuff in that carb and she'll most likely go on the second kick

Use some "Start ya *******" or "aerostart"....worth its weight in gold, saves the old leg too. Failing that find a decent hill and roll it on down, if it used to run then you do this it definately will start (providing you use fresh fuel)

If there was a mouse nest in the airbox you'll definitly want to pull the air filter. If they chewed threw it than you're going to have to pull and clean the carb, and check the reeds and bottom end for anything that may have gotten through.

After all that, throw in some fresh gas and a new plug, and have at it.

Pilot jet may need cleaning. Look for blue-green splooge clogging it. Main too. Caused from gas going bad.

New filter, good carb cleaning, Spray Carb cleaner into the airbox & carb, Buy mouse traps or a Hungry Cat

Just as an additional note, I've found that propper jetting for warm summer weather can make it hard to start or not start in very cold weather. If the pilot jet is free from blockage, you might try 1 size up.
