2004KX 250F run on?

Hi there,
I am having a problem with the bike at idle, when you blip the throttle and let go the revs stay high for a few seconds before returning to normal. I have tried richening the idle mixture via the screw, but the difference is minor.
The bike has fresh packing in the muffler, clean filter, carb stripped and cleaned, free play in the throttle cables and the slide snaps back every time.
Any ideas?

possible air leak?, pilot clogged with trash, hot start leaking?

I think the carby is ok as I cleaned it completley. Another weird thing the bike does is after the revs return to normal you pull the clutch in and put it into gear, the revs start to climb again, you then click into neutral and release the clutch and the revs return to normal WTF? is this bike possesed?
