I can buy a brand new rear shock for my -90 250YZ for only 70$.
It has never been on a bike, just laying on a shelf for 11 years.
What about the seals, oil and the nitrogen pressasure?
Do i have to change everything or is it just ready to put on my bike?
Consider the regular price for a new shock or just a service, 70$ seem like a very fair price...

I would be surprised if the N2 pressure hasnt leaked out.I would get it regassed and give it a try-it would be preferable to have it serviced for peace of mind.

Like Marcus said for that price a rebuild (with new seal) might be some peace of mind. If it actually is brand new & never been on a bike then you may get away with just recharging it with nitrogen. However the biggest problem is just the age of the rubber seal. Not being used for that long is hard on the rubber also. There is also a chance it could start leaking shortly after you start using it so its your call. Kinda like pay me now or pay me later
Good Luck
