keihin cr flat carb sticking HELP!!

alright i really need ur help!! i have a 2003 honda crf450 and i pulled the carb to clean it and change the jet! this is the first time i have pulled the carb! so after everything was clean i put the carb back in and hooked up the cables and when i twist the throttle it sticks and will not move back unless i twist the throttle back!! what is wrong? it is a keihin cr flat! does anyone know whats going on?? i made sure the cables were reinstalled in the right way! and have gone threw everything else!!
