1986 XR250R Won't Idle when on kickstand???

Ok - Got a new to me XR250r 1986 (1986-1995 are basically identical).

Not in bad shape...motor still pulls stong...

Bike idles fine sitting straight up...when leaned to the throttle side about 30 degrees it surges at idle...and when it's leaned over on the kickstand it starts to sputter...never saw anything like it and it's my 5th bike...

Anyway, pulled apart the carb and cleaned everything really well...a little better but not much...

Any help???

Check the float level in the carb.
