Adjusting front forks for different speeds

My handlebars are uncontrollable at high speeds. How do I adjust the front forks so that it corrects the problem?

The front wheel "wiggles" uncontrollably no matter how hard I hold the handlebars.

We have had some trouble with "headshake" and the problem was usually caused by fork springs too strong for the rider ie 120 lb rider on a stock 250f setup for a 165lb rider. And also from the forks set too high decreasing the rake. I'm no expert but that has been our experience with our riders.
I know it's not fun to ride through!!!!

I have the same problem with my 2000 yz250 I just bought and I am going to mess with the softness and hardness of the forks. At high speeds the handlebars go crazy and no matter how hard you try to stop it; it still does it. Is there anything else I can try to stop this problem?
