WR400 Timing

I've just reassembled my 99 wr400 after replacing the rings and can't get it started again. The timing has been rechecked dozens of times and have tried YZ & WR timing, the TDC has been checked to make sure it lines up with the flywheel marks,changed spark plugs, new fuel, checked shim clearance and have run out of ideas. When I tried push starting it would try to backfire so to me it sounds like a timing problem but the marks are exactly right. Also it has a auto-decomp cam, would this effect the timing, it was in before I pulled it apart so i know the bike runs with it. Is there any other ways to set the timing?
