SERA and Kids AMA Membership

Is there an age for kids where an AMA membership is not required when the flyer says "AMA membership required"? I've got a 16 year old and a 9 year old. When we raced the Flat River Grand Prix in 2000, my younger son, who was 9 at the time, was exempt.

Sorry but all riders must be an AMA member to participate. We use AMA insurance and this is a requirement.
