ATV/Bike-friendly states?

Hello all!
I'm considering relocating from Upstate NY back down south (I grew up in FL). Not sure if FL is where I'd want to move to though. I do want to make sure that where ever I go is an ATV/Bike-friendly state (NY is not). A place that has plenty of places to ride, where land is reasonable, and the weather permits maximum ride time throughout the year. It'd be great to find a place that also has a good local economy (so I can find a decent job) and good schools (for my teenage kids). Any suggestions? Thanks!

florida is a good choice though
we ride all year long
we got a good amount of places to ride tracks and others
land is reasonable depending on where you live as well as work
and schools

I would suggest North Florida that would give you access to Georgia riding areas as well.
