proper way on removing bottom fork clamp

ok...i was wandering mybottom fork clamp cracked in half..and im wandering how to remove it from the steering stem ive tried beating it down and up and i can't get it to budge..need to replace it with my new one but have no idea how to get the old one off

Did you remove the forks, then take the top clamp of, and remove the bottom clamp from the head?
If so, you're going to need to take it to someone with a press.. the stem is pressed into the clamp.

Do i need to press the stem up or down...does the bottom clamp come off the bottom or does it get loose and come off he top...

You need to press the stem down through the clamp.
