TM 250 petrol tank nuts spinning

the bolts holding the radiator plastics on my 2003 TM 250 MX didn't match and were rusty so I decided to change them. Two of the bolts span when I tried to undo them but weren't screwing away from the nut which is recessed into petrol tank.
I cut the heads of the bolts with a multi tool to get the plastic off, so I could see what the problem is. The problem is that the bolts which are sunk into the outside of the petrol tank are spinning, I've tried for hours to either wedge the nuts with a flat head screwdriver and try to unscrew the bolts or pop out the nuts. Nothing is happening, the previous owner must have used a thread locking compound so that the bolt won't come loose while riding.
Does anyone have any ideas what to do, or know how to get the bolts out of the petrol tank ?
