Riding a different district event?

If I decide to ride the Saturday Summer Bummer, do I need to be a D15, 16 or 17 member? I do not want points for any of these districts, I just want to compete in that event.
I noticed on some other event flyers that being a district & AMA member is a must. I understand the AMA but I'm unclear about the district memberships.
Can someone clear this up for me?

In D14 HS, you do NOT need to me a D14 member.....for what it's worth. Not sure for this one though.

The rule is, For D15 events you MUST belong to a district. you do not have to belong to their's a D14 membership would surfice.
This is by rule, but I believe if you showed up and handed in your money,there would most likely be no complaints.
I just wouldn't ask.
