Yamaha AT3 exhaust silencer

I have a 1973 Yamaha AT3 that the silencer has been modified. The inner end cap is intact, the middle divider has had 2 holes punched in it and the outer plate has been removed( the one next to the outlet tube). I can repair the the middle divider but I am not sure what the outer plate is supposed to be. Is it a plate or a tube or ???. Any help is greatly appreciated
