KIPS sluggish to open/close

It seems that all of a sudden my KIPS valves wont open/close. I can accuate them by hand (with engine off) and they are silky smooth and return to closed position. With the bike running it is more difficult to accuate them by hand, but I can do it. And they stay in that position, not returning. If I rev the engine at idle, I can see them try to open, and they do eventually, but again they wont return under 6000 rpm. I have had the right side cover off several times and I cannot see anything wrong.

strange, for sure. I'd check/replace the governor if you're 100% sure that nothing is binding in the valves up top. Maybe disconnect the paw gear and work it in and out putting pressure in various angles and see if you can get it to bind or get sticky.

I would bet you need to do a top end job, remove the valves and clean the carbon build up off them.
Also inspect the governor, and if it is inexpensive, just replace it
