New Orleans 2 stroke rat

I just moved to new orleans and I need a new bike. The roads are so ****ing bad that can't ride my old BSAs without feeling guilty because I'm damaging them daily. Not to mention they could easily be stolen.
I would really appreciate any advice you all could offer me.
I'm looking for something durable, powerful, and unattractive. Ill be using the bike to get around the city. Ill never go over 40mph and I won't be holding a sustained speed at all. The city has bad traffic.
Does anyone know what LA says about 2 strokes and legalizing them? Not that being legal is all that important here anyway.
It doesn't need to be an endouro, I can fit lights and a brake switch if needed.
I only weigh 150, so a 125cc or smaller would be just fine.
Any advice?
