Suspension Oil Replacement

Blew a fork seal last week. Just wondering...., how often does everyone replace the oil in the forks and shock?

Also, how can you tell if the rear shock needs to be recharged, and should I be waiting for that, or be more proactive about it?

Lastly, I've heard of some fabricating a fork seal driver out of PVC. Has anyone done this, and could they share what they made, and how it works?
