Raising forks up in clamps: Why? How much?

For a while now I have heard people talk about this, but have never asked why. Can someone give me some info on why one would do this, and how far to do it?

Sliding the forks up in the triple clamps changes the geometry of the front end.
The more you move them up, the sharper the bike turns, with the trade-off
of more head-shake. The reason people do this is, for example, you show up at a race of any sort and the layout is very tight, with sharp turns. You can slide your forks up -5-10 mm in just a few minutes, and the bike will turn more sharply.

It also lowers the front end by 10 - 20mm. if ur short.
