Powervalve help needed!

I have a 99 200 that I am replacing the top end on. Before I took the power valve apart,I worked it open and closed to check it. It was sticking a little when it was all the way open.I thought it was because it was dirty or maybe some carbon. I took it all apart and cleaned it.Now it is sticking really bad when opened all the way. It looks like the pin that holds the main slide is sliding to far up in the forks that hold it and putting it in a bind. Could something be worn enough to cause this? Or does it sound like I have put something put together wrong? I have triple checked the timing marks and they are matching up ok. The only problem that I have for sure is that I lost the ball and spring on the shifter side of the main shaft. Could that be the cause? It seems to me that they are there to keep tension on the gear so the main shaft won't deflect as bad on that end. Thank you in advance for any help.
