When I bought my bike from a guy in Or, I brought the title & bike to the DMV and was then issued a new title & green sticker for California. Of course I had to pay sales tax...

Two tracks right along the river, under the 99 bridge.
Riverfront park and the E-street track.
If you have some time and want to drive, you can head down to Sacramento and take 50 east to Prarie City OHV. The Hangtown track is there, but you probably won't be able to get on the track. No matter, there are plenty of trails and other tracks set up inside the park.

Up Hwy 80 is Foresthill, Mamoth Bar, and I found an area of Red Rock Road outside of Grass Valley, but not sure how to get there on my own.

There is some great riding not too far from you. Popular areas include Rock Creek/Georgetown in the El Dorado National Forest and Stonyford in the Mendocino National Forest.
Here is a link to a dual sport/trail riding club with some great rides:

As far as getting a CA plate for your bike, if you were street licensed in Utah and have had the bike awhile, it should be no problem; just like changing state registration for your car.
