Race Tech Valve Installation

I just installed new valves in my '97 KDX forks. After adding the appropriate oil level, I noticed that the dampner rods don't have the same resistance when you push down on them or let them drop. The clickers are set the same. Do I have a problem with the valves or is this normal. They seem to be roughly even when pulling up on them.

The should be the same-check the shims are sitting flat on the piston.
