Can't get XR200 Bottom Fork Bolt Out

I'm trying to put some new fork seals in my daughter's XR200 (2000). I cannot get the bolt out of the bottom of the sliders. It turns but just rotates the piston inside the slider. As instructed in the shop manual, I temporarily reinstalled the springs, space and fork cap and compressed the fork as much as I could to put pressure on the top of the piston. Still no good, the bold just turns. What am I doing wrong or what else do I need to do? Help would be greatly appreciated.

I use a vise with aluminum soft jaws, tighten the lower fork leg in, leave the cap and spring on after you drain the fork oil, and use an impact gun. A 3/8s drive usually works well. You might ave to go to a 1/2drive. If you are unsure about doing this, take it to a shop you trust. Pretty painless procedure, do it all the time at the shop I work at.

Is the impact just so much quicker that it breaks loose and does not rotate piston inside slider as is currently happening?
