How to measure pre-load on conventional forks

I have Eric Gorr's Off-Road Motorycle Perfomance book. IN it it states that the front sage should be checked with 10-15mm of pre-load (maybe it said 5 - 10, books in the garage).
Anyway, the book tells how to measure this for cartridge forks, but not for conventional forks. Looking at the exploded view in the manual, and searchng my memory from the last time I disassembled some forks, I know that once the cap is off, there is a spacer and the springs just pull out.
I was thinking that I could set the fork cap on top of the extended spring/spacer combo and just measure from the top of the fork tube to the mating surface of the cap. Does this sound correct? Any other methods?
