stupid question about frame holes

What exactly are the holes in the frame for? you know, the ones by the pegs. Ive noticed over time that there seems to be rust stains coming from these. Is it o.k. to seal these holes up, or is that a bad idea?

?Are you refering to the hole for the swingarm bolt?

I believe its to let moisture out and air in, notice the bike driping water when i push up the bike on the truck ramp, i would not plug them, bad idea, my two cents. later c10
