Seized the piston/cylinder. When I broke the engine down I noticed a heavy coating of black carbon on the head/valves. Is this a problem and if so can I just clean it?

Where you able to pull the jug? If so get it honed, while you have the valve train off you had better get it to a shop for seats and some new valves. All that carbon build up sounds like cupped valves and the seats are more than likley a tad damaged as well.
