99 Rm 250 Head Shakes

At higher speeds my 99 Rm250 gets the shakes. Is this something that can be fix with suspension setup? Also I set the race sag at 4 inches my bike sag (bike alone off stand) sags 1 3/4 inch. I was to it should only sag 1 inch do I need a softer spring?

Colorado,
A little info about yourself may help, but my guess is that you've got some wicked spring rates.. So I'd investigate that. In the mean time lower your tubes in the clamps.
