Chopping kb's out of pictures

How does one go about reducing the file size of a picture in order to post it? If I understand this right, they need to be less than 75k to post. I've a few in JPEG that are around 500k to 700k.
So how do you make the file smaller? Tried to use MS Photo editor and reduce size of picture, that got it down to about 175k or so. Can't go any smaller.
Help...

There are companies out there that offer file compression software. One of them I used to have was MacroMedia Fireworks. It will shrink down the file size while only losing a minimal ammount of quality. You can probably do a search for software products and find a few more.

Jayhawk - You'll usually need to Resize (550x550 is a good size) as well as compressing the image. You can get a copy of the Freeware program Irfanview to accomplish both tasks . It's simple, clean, and supports a variety of image formats.
