OK, we know that cutting it eliminates a mid-range flat spot. But what the hell was it put there for in the first place?

Nice site WhyZ.
I herd the wire was there as well as a neutral rev limiter so that when the WR is in neutral (as required by the US test) it can pass sound and emisson test. Only US WR's came with the gray wire hooked up even though non US bikes had the wire, it was just not connected. I would think that if it was really for good traction on slipery stuff that the Euro guys would be all over it and it would be a stock ground.
