What's the best way to get all the oil out of twin chambers so that you can add the correct volume?

Pull them totally apart and give everything a good clean.

Pull the inards out and let them sit up-side down to drain for about 20min.

In my opinion, you must completely disassemble the fork, inner and outer tubes must come apart because the chamber between them can never really be drained by turning them upside down. When you are filling the "oil level" chamber of the fork, volume is the most important factor, so the amount of oil is critical.
