Does anyone know if the design of ice racing screws is regulated any where? Height of the head, or diameter. Which organization would know?

The AMA regulates ice screws. Search their site.

I found something. http://www.ama-cycle.org/rulebooks/ It's a PDF so you will need adobe acrobat. Section Q talks about ice racing.
1. All solo and sidecar machines will use studded tires, except rubber solo and sidecar classes. The studs will be an unaltered #7 to #10 hex headed screw with no more than one slot, uncut, no drilling or hollowing out of the head and the screw to be flush into the tire tightly, not using a shim or washer to hold it out from the tire. The screw head cannot exceed 3/16” above the tire. There will be no cut tires.
2. Sidecar only – studded sidecar classes will be allowed to run with fully studded tires.
3. Solo class – No screws on the right outside knob of the front and rear tire.
This is from District 14 AMA rules.
