info on how to make a KDX legal in New York

I tried to register my KDX for the road at the local New York DMV, but got denied. They said it could only be registered as an ATV. I heard & read about Vermont giving road plates for dirt bikes. But some type of limitation, only 300cc or bigger. Anyone got any info on it.

Actually I think it is 300cc and smaller.
Follow this advice - I know ALT of folks that have gone this route through Vermont. It is funny to show up to open course enduros or dual sports and see half the tags are from Vermont whent he ride is in Iowa
