Whats the hole for?

That little hole on the right side of the cylinder on a 250, does it serve a purpose and what is the stuff seeping out of it? I'm guessing its just a little oil. Looks like there is threads in there, thought maybe Honda forgot to put a plug in it or something. ?

It's just a drain hole for the spark plug well.
