98 rm250 wont start

hi guys i bought a 98 rm250 and it has been sitting for 4 years not touched i cleaned the carb and relube the cylinder. i cant get it to start has spark and getting gas has tones of compression im thinking its in the carb but also im thinking it could be something in electrical system i work on bikes my hole life it has me stumped i even tryed starting fluid nothing not even trying to start or even a back fire im not trying to give up and take it to a shop anyone have an ideas maybe what it could be.

If it is getting spark and fuel and compression it should start. I would first pull the plug and crank it with the plug connected and see if it makes a spark. If it is put the plug back in and kick it a dozen times and pull the plug and see if it is wet with fuel. Is there fresh fuel in it?
