I reassembled the cartridge twice and ended up with the sam problem: The cartridge is not building up enough pressure during the bleeding process and the damping rod does not extend all the way out. It stops about 3" short. And when I pull on the rod I can hear air being sucked into the cartridge from under the cap assembly... quite surprising for a bike that has only 10 to 15 hours on it...
