Off-highway recreational vehicle enthusiasts frequently find themselves in situations where their route of travel on unpaved roads and trails requires them to cross a state highway to continue their journey. It is not currently legal for these operators to cross the highway due to the non-registered status of their recreational vehicle, and this legislation will prove a means for identifying specific designated locations for them to safely cross the state highway. This bill would allow for that legal crossing. The proposed revision to the current code reads as follows……. The Idaho transportation board may designate sections of state high- ways over which all-terrain vehicles and motorcycles not registered under this chapter 4 may cross. The requirements of title 18, and chapters 6, 8, 12, 13 and 14, title 49, Idaho Code, shall apply to the operation of unregistered all-terrain vehicles and motorcycles when using designated crossings on state highways.
