Drummond is still listed as a Motorcycle trail on the DNR map thus it's supposed to be maintained to 24"/36" (ground/handlebar) and not 50". The DNR could be directing that club to open it up to 50", but given there are (were) no Rec Techs on staff for the past year, I highly doubt the Department has been involved. I bet this guy is going on his "own" rules, as many do, simply 'cause he doesn't have the "facts". The DNR handbook clears up much confusion on maintenance specs but isn't generally available - which is unfortunate. Did you know there is no law stating what trail specs are and it's up to the Department (managing Unit, actually) to determine the maintenance specification for the trail? The closest thing to a document on a given trail is the DNR map - if it has only a picture of a motorcycle in the bottom right corner (and generally the word "motorcycle" in the name of the trail) than it's supposed to be non-ATV. Unfortunately the legend describing the trail (for ORVs less than 50") confuses the issue, including many Department personnel (especially COs) so they think the trail is for ATVs as well. Technically, as I understand it, the trail IS open to ATVs, but it's only maintained to 36" wide. The law says you must a; stay on the trail and b; not damage resources (run over trees) so if you can fit down the 36" trail w/o doing either, than you are OK on it.
