Hi I have a 1998 Kawasaki kx125 2 stroke with a fresh top end rebuild. When I try to get the bike in high rpm it Boggs down when the rpm get lower and it shuts off. What should I do?

Clean the carb, make sure all jets are clean, replace spark plug and then try to jet the carb.

I would also make sure the intake manifold is sealed completely, spray starting fluid around it when its running and see if it revs up.

probably the crank seals need replacement
